Potential bidders from countries including Egypt and Kazakhstan are eyeing Lukoil&#8217;s foreign assets as the deadline approaches for completing transactions before U.S. sanctions take effect. The U.S. has imposed sanctions on Lukoil in an effort to pressure Russia into peace negotiations regarding Ukraine, blocking its attempt to sell assets to trader Gunvor before the November 21 deadline. This restriction has already affected Lukoil\u2019s operations in Iraq, as well as pump stations in Finland and a refinery in Bulgaria. With Lukoil&#8217;s operations under strain, various governments and partners are eager to acquire its international assets at a potentially reduced price. Lukoil has not provided a comment on the situation. According to sources, Kazakhstan&#8217;s state-run firm KazMunayGas is exploring a bid for Lukoil&#8217;s assets in the country, which include a stake in the Karachaganak gas and condensate field in partnership with Eni, Shell, Chevron, and KazMunayGas. Any future partnerships will be determined by the project&#8217;s current stakeholders, taking sanctions into consideration. Additionally, Shell has expressed interest in Lukoil&#8217;s deepwater assets in Ghana and Nigeria. In Egypt, Lukoil has informed the government about its potential plans to divest, as it holds three concessions in the country. Meanwhile, Moldova has initiated talks to nationalize Lukoil&#8217;s infrastructure at Chisinau airport, according to airport director Serdgiu Spoiala. Bulgaria is also preparing to take control of Lukoil&#8217;s Burgas refinery, with Azerbaijani state-owned Socar and Turkey&#8217;s Cengiz Holding previously bidding for it. Reports suggest that Cengiz is keen to proceed with its bid. Lukoil is facing tough decisions, according to Sergey Vakulenko, a senior fellow at the Carnegie Russia Eurasia Center. Selling assets could lead to the U.S. Treasury freezing the proceeds, while postponing action could result in state expropriation or freezing of some assets. Igor Yushkov from the Financial University of the Russian government noted that it might be more prudent for Lukoil to wait for the resolution of the Ukraine conflict in hopes of an easing of sanctions. Lukoil may consider a strategy similar to Rosneft&#8217;s, where Germany placed its three refineries under trusteeship in 2022, allowing the company to maintain ownership. &#8216;You either sell your assets and hope for the best, or you retain ownership,&#8217; stated Vakulenko.
